Job Purpose
This consultancy aims to provide expert strategic advisory support to UN Women Ukraine and the Government of Ukraine (GoU) on integrating gender equality into the EU accession process. The consultant will assist key national institutions in aligning their policies and procedures with the EU Gender Equality Acquis, contributing to Ukraine's overall recovery and EU integration efforts. The role involves technical support, capacity building, and policy advice to ensure gender mainstreaming across all relevant sectors and levels of governance, fostering enhanced progress towards gender parity within the accession framework.
Responsibilities
The International Consultant will provide expert advice to UN Women on project interventions, mapping needs and identifying entry points for gender and human rights mainstreaming within Ukraine's EU accession. This includes conducting consultations with key stakeholders and providing legal and policy advice on areas such as public administration reform and local governance, aligned with EU acquis. The consultant will offer strategic guidance on gender mainstreaming and practical support for gender screening in relevant EU chapters. Responsibilities also include contributing to key outputs like analytical reports and policy briefs, representing UN Women in relevant meetings, and supporting capacity development for national and local partners and CSOs. Additionally, the consultant will develop training materials and lead capacity-building sessions on gender mainstreaming for EU accession, mentoring national consultants as needed.
Work Experience
Requires at least 15 years of relevant work experience post-Master's degree in human rights, gender equality, governance, public administration, or related fields. Proven experience in providing strategic advice to government institutions on aligning legal frameworks with EU accession processes is essential. Experience with EU institutions, UN Women, or other UN agencies is advantageous. Demonstrated understanding of gender equality frameworks and commitments, particularly in Ukraine, and knowledge of EU acquis are necessary.
