Job Purpose
This consultancy aims to develop a standardized technical and methodological tool to guide prosecutors and other justice chain actors in investigating sexual violence crimes within the critical first 72 hours. The tool will clarify institutional roles and differentiate penal intervention approaches for adult women and for children and adolescents. The objective is to reduce impunity by ensuring prompt, rigorous, and specialized investigative actions, thereby strengthening citizen confidence in the criminal justice system and contributing to the protection of victims' rights.
Responsibilities
The consultant will analyze the current national legal framework and existing fiscal tools, integrating them into the new guide. Responsibilities include mapping the roles of all actors in the critical first 72 hours of the response chain, such as specialized prosecutors, the police (FELCV), forensic experts (IDIF), and support services (SLIM and DNA). The consultant will design specific methodological pathways for adult women, incorporating gender and intersectionality, and distinct pathways for children and adolescents, prioritizing their best interests and avoiding secondary victimization. Coordination with UN Women, the Public Ministry, FELCV, and IDIF is required to ensure operational applicability. The consultant will also lead a technical validation process and conduct a training session for relevant personnel on the guide's application.
Work Experience
A minimum of 5 years of professional experience in criminal investigation, prosecution, or legal reform, with a specific focus on gender-based violence or violence against children, is required. Experience in developing methodological guides or protocols for justice sector actors is highly desirable. Familiarity with the Bolivian legal context is an asset.
