Organizational Context
UN Women Rwanda Country Office, guided by its mandate on gender equality and women's empowerment, seeks to strengthen gender-responsive disaster risk reduction (DRR) and climate resilience. This consultancy aligns with the Strategic Note (2026-2029) priorities on Women's Economic Empowerment, Ending Violence Against Women, women's leadership, and resilience building, contributing to regional and national DRR and climate adaptation efforts.
Job Purpose
This consultancy aims to conduct a comprehensive gender-sensitive disaster risk assessment in Rwanda, focusing on specific vulnerable districts. It will assess women and youth access to climate-resilient livelihoods, analyze existing policy and institutional frameworks for gender-responsive DRR, and identify barriers faced by women and girls in disaster preparedness, response, and recovery. The ultimate goal is to develop actionable recommendations and a roadmap for strengthening gender-responsive disaster risk reduction and inclusive early warning systems at national and local levels, thereby informing policy and programming to advance women's empowerment and participation.
Responsibilities
Conduct a comprehensive gender-sensitive disaster risk assessment in Rwanda, with a focus on Nyabihu, Rubavu, Rutsiro, and Ngororero districts. Assess women and youth access to and benefits from climate-resilient livelihood opportunities and services. Analyze existing policy, institutional, coordination, accountability, and data systems related to gender-responsive DRR and climate resilience. Identify barriers and gaps affecting women and girls in disaster preparedness, response, recovery, and resilience-building. Develop actionable recommendations and a roadmap for strengthening gender-responsive disaster risk reduction and inclusive early warning systems at national and local levels. Engage key stakeholders including government institutions, local authorities, women's organizations, youth groups, community leaders, civil society organizations, disaster management committees, development partners, and financial institutions.
Work Experience
Requires a minimum of 7 years of demonstrated experience in gender analysis and assessments, disaster risk reduction, climate resilience, climate adaptation programming, policy and institutional analysis, and community-based research. Proven experience in conducting gender-sensitive assessments, research, data analysis, and stakeholder consultations is essential. Strong knowledge of Rwanda’s DRR and climate policy landscape, gender equality frameworks, and local governance systems is required.
