Job Purpose
This consultancy aims to develop and disseminate a study on the economic and social benefits of investing in the care economy in Colombia. Utilizing UN Women's "Guide for Public Investments in the Care Economy" and its associated methodology, the study will generate robust evidence on investment returns, identify innovative financing mechanisms for care systems, and strengthen the integration of the care agenda into the upcoming National Development Plan and other public policies. The findings will serve as a strategic technical tool to guide decision-making for the incoming national government and territorial governments, supporting the inclusion of care-related goals, investments, and financial sustainability strategies.
Responsibilities
The consultant will develop a comprehensive study on the economic and social benefits of investing in the care economy in Colombia. This involves creating a work plan detailing methodology, timeline, information sources, and preliminary document structure. The consultant will define the study's scope, identify key care sectors for analysis, and estimate investment returns, including job creation and economic growth. They will also analyze innovative financing mechanisms for care systems, such as public-private partnerships and international cooperation. The study will provide evidence to support policy decisions and advocate for the inclusion of care-related priorities in the National Development Plan and other planning instruments, ensuring the sustainability and institutionalization of care systems.
Work Experience
A minimum of 7 years of relevant professional experience is required, with a significant portion focused on research and analysis related to gender equality, economic development, and public policy. Experience in developing and implementing studies on the care economy, including cost-benefit analysis and financing mechanisms, is highly desirable. Proven experience working with international organizations or governments on similar policy-oriented research is also preferred.
