Organizational Context
UN Women in Kazakhstan, in partnership with the Ministry of Culture and Information and the National Commission, is implementing a project (2025-2027) to enhance legal protection for women and their socio-political participation. This initiative includes the establishment of a Gender Equality and Women's Empowerment Knowledge Center to foster capacity building and knowledge sharing. The role supports ongoing efforts to integrate gender-sensitive communication standards into media practices.
Job Purpose
This consultancy aims to advance gender-sensitive communication and media practices in Kazakhstan. The consultant will develop and integrate gender-responsive reporting standards into normative and editorial practices, building on previous training initiatives. The role involves creating guidelines, training materials, and delivering training to media professionals and state body representatives. The ultimate goal is to improve the quality of media coverage on gender equality, prevent the spread of stereotypes, and establish a monitoring mechanism for gender-sensitive reporting, contributing to a more equitable public discourse.
Responsibilities
The National Consultant will review existing training materials and UN Women guidelines. Key responsibilities include developing a draft Guideline for Gender Responsive Reporting Media based on international standards, and creating a comprehensive training methodology, agenda, and materials for a one-day workshop. The consultant will deliver this training to media and state body representatives in Astana. Additionally, the role involves analyzing national media legislation and formulating recommendations for integrating the reporting guidelines and a monitoring approach. A validation meeting will be conducted with relevant authorities, and a final report summarizing activities, results, and recommendations will be prepared.
Work Experience
Requires at least 5 years of professional experience in media, communications, journalism, or gender equality. Demonstrated experience in designing and facilitating trainings for media professionals or public officials is essential. Experience in developing guides, standards, or policy documents on gender and/or media is also required. Excellent analytical, writing, and editing skills in Kazakh and Russian are necessary.
