Organizational Context
UN Women's Regional Office for the Arab States seeks to advance the Women, Peace and Security (WPS) agenda in a region marked by protracted and emerging crises. The office aims to strengthen gender-responsive conflict analysis to better understand the differentiated experiences of women and men, identify structural drivers of conflict and gender inequality, and inform advocacy, policy, and programming. This role supports these efforts by contributing to more effective conflict prevention, peacebuilding, and humanitarian response.
Job Purpose
This consultancy aims to conduct a rigorous, evidence-based, and gender-responsive conflict analysis for the Arab States region. The analysis will capture the diverse experiences of women and men across various conflict contexts, examine the structural drivers that sustain both conflict and gender inequality, and identify concrete entry points for advancing the Women, Peace and Security (WPS) agenda. The findings will strengthen UN Women's advocacy and policy engagement, inform programmatic interventions on WPS, and contribute to more gender-responsive conflict prevention, peacebuilding, protection, and humanitarian response across the region. The analysis will critically examine current regional events and distinct conflict typologies, ensuring a nuanced understanding.
Responsibilities
Conduct a comprehensive gender-responsive conflict analysis for the Arab States region, focusing on current events and distinct conflict typologies. Analyze the roles of diverse actors, power structures, social norms, and patriarchal systems in shaping conflict and women's participation in peace processes. Examine gendered root causes, drivers, and manifestations of conflict, including how gender inequality fuels fragility and undermines peace. Assess gender dynamics in key thematic areas such as legal reform, security sector governance, transitional justice, political participation, humanitarian response, climate change, and economic recovery, linking them to WPS commitments. Develop actionable, evidence-based recommendations for UN Women's advocacy, policy, and programming, tailored for various stakeholders. Critically engage with social norms, gender inequality, and legal/economic barriers to gender equality within conflict contexts. Ensure adherence to ethical research standards, including informed consent, confidentiality, and do-no-harm principles.
Work Experience
Requires at least 7 years of relevant professional experience in conflict analysis, gender research, or peacebuilding, with a focus on the Arab States region. Demonstrated expertise in gender-responsive conflict analysis research methodologies (qualitative and quantitative) is essential. Familiarity with the Women, Peace and Security agenda, feminist political economy, masculinities studies, and social norms change frameworks is desirable. Experience engaging with UN system processes, regional bodies, and civil society in conflict contexts is also desirable.
