Organizational Context
UN Women is implementing the "Build Back Equal" project in the Eastern Caribbean, supported by Global Affairs Canada. This initiative, co-led with UNFPA, aims to enhance women's economic resilience by addressing barriers to empowerment and creating sustainable growth opportunities. The project focuses on strengthening capacity and access to financing for governments and the private sector to alleviate women's unpaid care work burden through subsidized childcare.
Job Purpose
This consultancy focuses on drafting legislative provisions to address unpaid care and domestic work in Grenada and St. Lucia, aligning with the "Build Back Equal" project's goals. The role is crucial for identifying and rectifying gaps in policy and legal frameworks to support the recognition, reduction, redistribution, representation, and reward of paid and unpaid care work. The objective is to ensure legislative compliance with international standards, such as ILO Convention 183 on Maternity Protection, and to introduce new legislation for parental leave, child benefits, flexible working, pay equity, nursing breaks, and decent work for domestic workers.
Responsibilities
The Legislative Drafter will draft comprehensive legislative provisions for integration into existing laws in Grenada and St. Lucia. Key areas include ensuring compliance with ILO Convention 183 for Maternity Leave, and developing new bills for Parental Leave, Child Benefits for Low Income Working Parents, Flexible Working Arrangements, Pay Equity, Nursing Breaks, and Decent Work for Domestic Workers. The consultant will coordinate closely with a Gender and Labour Law Expert. Additionally, the role involves participating in and preparing summary reports for stakeholder consultations and parliamentary presentations in both target countries to validate and disseminate the drafted legislative provisions.
Work Experience
A minimum of 7 years of relevant experience in legal practice and legislative drafting is required, or 5 years for candidates holding an LLM or PhD in Law. Experience within the English-Speaking Caribbean is necessary. Understanding of the Caribbean legal framework is essential. Experience or knowledge in gender equality, women's empowerment, or human rights is desirable. Familiarity with the UN and UN Women is an asset.
