Job Purpose
The Programme Specialist, Women's Economic Empowerment (WEE) will lead the planning, implementation, and management of UN Women Ukraine's WEE interventions. This role is crucial in advancing women's economic empowerment amidst the devastating impact of the Russian Federation's invasion, addressing increased care responsibilities, unemployment, and a widening gender pay gap. The specialist will work to promote women's access to male-dominated sectors, support women entrepreneurs, and foster partnerships to ensure women have income security, decent work, and economic autonomy, contributing to Ukraine's EU-related reform agenda.
Responsibilities
The Programme Specialist will design and develop WEE programme strategies, including formulating project proposals and drafting country strategy documents. They will manage the implementation of the WEE programme, finalize workplans and budgets, and oversee technical implementation and partner reporting. The role involves managing technical assistance and capacity development for partners, building relationships, and identifying training needs. Monitoring and reporting on programme implementation and finances using results-based management tools are key. The specialist will also manage programme people and financial resources, supervise staff, and conduct performance assessments. Building partnerships, developing resource mobilization strategies, and contributing to inter-agency coordination on WEE are essential. Additionally, the role includes managing advocacy, knowledge building, and communication efforts, representing UN Women in policy dialogues, and developing advocacy strategies.
Work Experience
A minimum of 5 years of progressively responsible work experience at the national or international level in designing, planning, implementing, monitoring, and evaluating development projects is required. Technical experience in women's economic empowerment is essential. Proficiency in computer and office software packages, including spreadsheet and database management, and experience with web-based management systems are also required. Experience coordinating with government agencies and donors, and within the UN System, is desirable.
