UN Women in Bosnia and Herzegovina works to eliminate discrimination against women and girls and achieve gender equality. The country faces high rates of gender-based violence, with challenges in consistent implementation of protective measures. UN Women, with partners, implements the Gender and Social Assistance Programme (2025-2029). This role supports the independent evaluation of the Federation of BiH's Strategy for the Prevention and Combating of Domestic Violence 2024-2027, led by the Gender Center.
Job Purpose
The National Consultant will conduct an independent in itinere evaluation of the Federation of Bosnia and Herzegovina's Strategy for the Prevention and Combating of Domestic Violence 2024-2027. This evaluation aims to assess the strategy's implementation level, effectiveness, and efficiency against established objectives and expected outcomes. It will examine coherence, quantitative and qualitative aspects, and development effects. The role involves summarizing achieved results, providing crucial inputs for future strategic planning, and complementing the process of preparing a new seven-year strategy. By identifying positive areas and shortcomings, the evaluation will define a path for overcoming current implementation challenges, ensuring alignment with international standards, including obligations arising from the Istanbul Convention. The assessment will be based on key criteria: Alignment, Efficiency, Effectiveness, Impact, and Sustainability, contributing to stronger institutional mechanisms and survivor-centered protection frameworks.
Responsibilities
Under the guidance of UN Women Bosnia and Herzegovina and in cooperation with the Gender Center of the Federation of BiH, the National Consultant will conduct an independent in itinere evaluation of the Strategy for the Prevention and Combating of Domestic Violence 2024-2027. Key responsibilities include assessing the strategy's implementation level, effectiveness, and efficiency, examining planned measures against objectives, and summarizing achieved results. The consultant will provide inputs for future strategic planning, identify positive actions, and define ways to overcome shortcomings, contributing to a new seven-year strategy. The scope involves evaluating the Strategy and its implementation report, reviewing successfully and unsuccessfully implemented tasks, and formulating conclusions with recommendations, including those from the Istanbul Convention. Deliverables include preparing a detailed Draft Methodology with a work plan and tools, conducting data collection through interviews and questionnaires, and developing a comprehensive Draft Evaluation Report. Finally, the consultant will finalize the evaluation through validation, consolidate comments, and present the key findings in a Final Evaluation Report to UN Women.
Work Experience
Candidates must have at least five years of professional experience in conducting evaluations, assessments, monitoring, or reviews of public policies, strategies, action plans, or development programmes. Demonstrated experience in evaluating strategic documents or public policies in Bosnia and Herzegovina, evidenced by at least two similar assignments, is essential. Proven analytical skills and the ability to conceptualize and write concisely are also required. Experience working on gender equality, violence against women, human rights, social protection, or related public policy areas is considered an asset.
