Organizational Context
UN Women Kazakhstan, in partnership with the Ministry of Culture and Information and the National Commission, is implementing a 2025-2027 project to enhance legal protection for women, strengthen gender equality, and promote women's socio-political participation. This initiative focuses on capacity building, integrating gender into policy and budgeting, and applying gender expertise to legal acts. A new Gender Equality and Women's Empowerment Knowledge Center is established to support these efforts.
Job Purpose
This consultancy aims to strengthen the capacities and awareness of state legal and legal affairs departments within Kazakhstan's highest authorities, including the Presidential Administration and the legislative body. The consultant will enhance their skills in conducting gender analysis of normative legal acts and promote the systematic integration of gender considerations into legislative and policy development. This role supports UN Women's project to advance gender equality and women's empowerment through improved legal frameworks and institutional practices.
Responsibilities
The International Consultant will provide technical support to UN Women Kazakhstan in developing advocacy materials to raise awareness on gender expertise among national partners. Responsibilities include analyzing opportunities for integrating gender expertise into Kazakhstan's regulatory and strategic planning frameworks, and preparing proposals for strengthening the legal framework. The consultant will develop proposals for institutionalizing gender expertise services within the Kazakhstan Institute for Public Development (KIPD). Key tasks involve organizing a consultation meeting with stakeholders, conducting a one-day training on gender expertise for government officials, and delivering an inception training course for KIPD to establish its advisory and training function. The consultant will also prepare a final synthesis report with recommendations for institutionalization and sustainability.
Work Experience
A minimum of 5 years of experience in social/gender research or gender expertise of legal acts is required. Proven experience in legislative review, developing recommendations for regulatory frameworks, and conducting gender expertise training for government agencies is essential. Experience with UN agencies or international organizations is desirable.
