This consultancy supports the "It's time for care!" project, aiming to establish local time-use strategies in the Colombia-Ecuador border region to foster care societies.
Job Purpose
This consultancy aims to produce a detailed study on the social organization of care and local care practices in the Colombia-Ecuador border region. The study will analyze cross-border care dynamics, identify key actors and responsibilities, and generate technical inputs for designing care systems, public policies, and binational actions. The goal is to advance towards a Care Society by understanding how care is organized, its impact on women's economic autonomy, and their right to time, contributing to sustainable human and territorial development.
Responsibilities
The consultant will characterize and analyze the social organization of care in two selected territories on the Colombia-Ecuador border. This includes identifying the roles of the state, families, market, and community in care provision, analyzing cross-border care dynamics (human mobility, transport, networks, services), and examining cultural, environmental, ethnic, economic, territorial, security, and gender factors influencing care practices and policies. The consultant will also map key actors and existing initiatives related to care. Furthermore, the consultant will generate recommendations for local and binational public policy, systematizing territorial experiences and best practices for strengthening care systems and developing guidelines for designing, improving, or articulating comprehensive care systems and binational actions.
Work Experience
A minimum of 5 years of relevant professional experience in research, policy analysis, or program implementation related to gender equality, care work, social protection, or development is required. Experience working in border regions or with cross-border issues is highly desirable. Proven experience in qualitative and quantitative research methodologies and report writing is essential.
