UN Women Ukraine Country Office, established in 2015, operates in a challenging context marked by the Russian invasion, humanitarian crises, and political instability. The office supports national and local partners in advancing gender equality, focusing on leadership, women's economic empowerment, and humanitarian response. The Operations Manager is a key member of the Senior Management team, crucial for ensuring effective program delivery amidst evolving needs and risks.

Job Purpose

The Operations Manager is responsible for the overall management and smooth functioning of UN Women's operations in Ukraine. Reporting to the Country Representative, this role ensures the efficient delivery of operational support for the Strategic Note and program implementation. The position involves strategic financial and human resources management, procurement, logistics, and ICT services, adhering to UN and UN Women regulations. The Operations Manager also plays a vital role in risk management, staff well-being, and inter-agency coordination, contributing to the country office's results-oriented management and operational resilience in a complex environment.

Responsibilities

Oversee and manage all operations within the Ukraine Country Office, including finance, human resources, procurement, transport, and administration, ensuring compliance with UN Women rules and regulations. Lead the Operations Team, developing and monitoring annual work plans and providing performance management. Serve as a member of the Senior Management team, advising the Representative and Deputy Representative on operational matters. Implement and coordinate UN Women's Enterprise Risk Management framework, maintaining the CO risk register and providing strategic recommendations. Manage financial resources, ensuring strategic allocation, expenditure tracking, and proper financial controls, including compliance with IPSAS. Oversee procurement processes, contract reviews, and vendor risk assessments. Ensure effective ICT systems, cybersecurity, and disaster recovery planning. Act as the focal point for staff well-being and safety, collaborating with the Security Specialist to develop and maintain Business Continuity Plans. Represent UN Women in inter-agency operational meetings and liaise with other UN agencies.

Work Experience

Requires at least 7 years of progressively responsible experience in office management, operations, or finance at the national or international level. Experience in leading teams, working in humanitarian contexts, and coordinating with partners is essential. Proficiency in computer software, web-based management systems, and ERP systems is required. Experience in risk management, fraud prevention, internal controls, and partner due diligence is highly desirable.
