Job Purpose

The role will involve a comprehensive review of international legal frameworks, standards, and policies related to direct and indirect discrimination, with a particular emphasis on gender-based discrimination. The ultimate goal is to provide analytical inputs and recommendations to inform policy and program development, fostering decent work for women and supporting just transitions.
Responsibilities
The international consultant will undertake a desk review of international legal frameworks, standards, and policies concerning direct and indirect workplace discrimination, with a focus on gender-based discrimination. This involves assessing and comparing international standards with Uzbekistan's national legal and policy framework to identify areas of alignment and gaps. The consultant will analyze state obligations under international human rights and labor standards, review relevant case law, and examine employment vulnerabilities and barriers faced by different groups, considering discrimination and gender dimensions. Collaboration with a national consultant is required. The consultant will provide analytical inputs and recommendations for a final research report, supporting evidence-based policy and program development. Key deliverables include developing a work plan and methodology, conducting the desk review, and drafting a report with findings.
Work Experience
Requires a minimum of 5 years of proven experience in developing concept papers, policy documents, methodologies, and guidelines. Extensive experience in labor relations, decent work, macroeconomics, and gender equality is necessary. At least 5 years of demonstrated expertise in women's economic empowerment and strong knowledge of the Europe and Central Asia (ECA) Region are also required. Proficiency in MS Word, Excel, and PowerPoint is essential.
