Job Purpose
This consultancy aims to conduct a research study on workplace discrimination, focusing on direct and indirect forms, particularly concerning gender. The role involves analyzing national legislation and practices, identifying gaps, and developing policy and program recommendations to promote gender equality in employment. The findings will contribute to the Global Accelerator initiative in Uzbekistan, supporting the creation of decent work for women and fostering just transitions. The expert will collaborate with an international counterpart and national stakeholders, culminating in a report and presentation.
Responsibilities
Conduct a research study on workplace discrimination, including direct and indirect forms with a gender focus. Perform a desk review of national legislation and analyze its alignment with international standards. Conduct interviews with national experts from relevant ministries, employers' confederations, trade unions, and ombudsman offices. Gather examples of discrimination practices and successful interventions. Interview at least three workers, including informal and private sector employees, to capture diverse experiences. Prepare an inception report with a work plan and methodology. Draft a comprehensive report detailing findings, policy, and program recommendations. Present findings at a Tripartite Round Table. Collaborate with an international expert and the ILO on the assessment.
Work Experience
Requires a minimum of 5 years of proven experience in developing policy documents and methodologies. Extensive experience in labor relations, decent work, macroeconomics, and gender equality is essential. Demonstrated expertise in women's economic empowerment and knowledge of the Europe and Central Asia (ECA) Region are also required. Proficiency in computer applications (MS Word, Excel, PowerPoint) is necessary.
