Organizational Context

UN Women Jordan is procuring mobile caravans to enhance safe, accessible, and gender-responsive service delivery for women and girls in field locations, aligning with the Jordanian National Action Plan. This role provides specialized technical expertise to support the entire procurement cycle, from design and specification to installation and quality oversight, ensuring compliance with safety and responsiveness standards.

Job Purpose

This consultancy aims to provide specialized technical expertise to UN Women throughout the procurement, delivery, and installation of mobile caravans. The purpose is to ensure these mobile units are safe, appropriate, and responsive to the needs of women and girls in field settings. The role involves providing expert input, technical review, and quality oversight during the design, specification development, cost estimation, tender evaluation, installation, and delivery phases, ensuring full compliance with UN Women's procurement regulations and Health, Safety, and Environment (HSE) requirements.

Responsibilities

The consultant will provide technical expertise for mobile caravan procurement, focusing on inception and design by validating concepts, drawings, and layouts, and conducting risk assessments. Responsibilities include developing procurement-ready technical specifications and Bills of Quantities (BoQs), defining minimum technical requirements for materials, structure, insulation, safety, and performance, and supporting cost estimation. The role involves supporting the tendering process by responding to bidder clarifications and participating as a technical member in evaluation committees. Post-award, the consultant will support contract commencement, provide advisory input on work plans, conduct site visits for quality control, verify compliance with specifications, and support final inspection and handover, while providing regular progress updates.

Work Experience

A minimum of 5 years of professional experience in engineering design, technical specifications, construction management, quality assurance/control, and technical evaluation of modular or mobile facilities is required. Proven experience in the design, fabrication, specification, and evaluation of caravans or similar prefabricated structures is essential. Experience providing technical advisory support during procurement processes, including BoQ preparation and bid evaluation, is also required. Experience with UN agencies and in women-safe design principles is an asset.
