Organizational Context
UN Women in Guatemala is implementing the "Women Governing, Democracy Advancing" project to address deep-seated inequalities limiting women's political participation. Despite progress, barriers like gender-based political violence and stereotypes persist, creating risks for territorial leaders. This consultancy aims to strengthen inclusive democratic governance by enhancing capacities for security and crisis management.
Job Purpose
This consultancy aims to design and implement a specialized mentoring process for territorial leaders in Guatemala. The purpose is to strengthen their capacities in gender- and human rights-based security and crisis management. This will ensure the effective, safe, and strategic exercise of their functions within complex territorial contexts. The role contributes to UN Women's objective of ensuring women participate equally, freely, and safely in decision-making spaces, thereby advancing inclusive democratic governance and women's empowerment.
Responsibilities
The consultant will design a specialized mentoring methodology with risk assessment tools, security protocols, and crisis management strategies. This includes conducting risk diagnostics in prioritized critical contexts and delivering mentoring sessions on personal and institutional security. The role involves strengthening institutional coordination by guiding engagement with key actors like the National Civil Police. Participants will be trained in territorial crisis management, including simulations. The consultant will support the development of basic risk management and crisis response plans with a gender perspective and document progress, results, and lessons learned through technical reports. The methodology and tools used will be systematized for broader application.
Work Experience
Significant experience is required in designing and implementing mentoring processes, particularly in complex contexts. Proven experience in risk assessment, security management, and crisis response, with a strong focus on gender and human rights, is essential. Knowledge of Guatemala's political, institutional, and territorial context, including local governance dynamics, is also required.
Skills
High analytical and diagnostic capacity in complex contexts. Ability to design practical solutions and response strategies for risks and crises. Excellent facilitation and mentoring skills with a participatory approach. Knowledge of gender, human rights, and intercultural approaches applied to security and risk management. Adaptability to diverse territorial contexts and changing conditions.
