Organizational Context
UN Women in Guatemala is implementing the "Women Governing, Democracy Advancing" project to address structural inequalities limiting women's political participation and public management influence. The project aims to strengthen territorial strategic planning, evidence-based public management, and inter-institutional coordination, integrating gender and interculturality. This consultancy supports these objectives by enhancing capacities for inclusive, transparent, and gender-sensitive governance.
Job Purpose
This consultancy aims to design and implement a specialized mentoring process to strengthen territorial leadership capacities in strategic planning, public budget management, and inter-institutional coordination with a gender and intercultural approach. The goal is to improve the formulation, execution, and monitoring of territorial agendas and actions. The role will contribute to enhancing democratic governance by equipping local leaders with the skills to effectively integrate gender perspectives into public policy and resource allocation, thereby promoting more equitable development outcomes.
Responsibilities
The consultant will design a mentoring plan integrating territorial strategic planning, gender-responsive budgeting, and inter-institutional coordination. They will implement mentoring modules on the National Public Investment System (SNIP) and complementary systems, public budgets with a gender and intercultural focus, and inter-institutional coordination for plan implementation. Key responsibilities include strengthening participants' inter-institutional coordination capacities to establish effective mechanisms with central and territorial entities, developing skills in basic SNIP usage for territorial planning and gender-sensitive investment projects, and training participants in budget planning tools to integrate territorial priorities into resource allocation. The consultant will also provide personalized technical support, prepare progress reports, and systematize the mentoring methodology for potential replication.
Work Experience
Significant experience is required in designing and implementing training or mentoring programs, particularly in strategic planning, public budgeting, and inter-institutional coordination. Proven experience working with local governments, civil society, and diverse stakeholders in Latin America, preferably Guatemala, is necessary. Experience in applying gender and intercultural approaches in public management is highly desirable.
