Job Purpose
This consultancy aims to design and conduct a capacity-building needs assessment for governmental and non-governmental service providers in the West Bank and Gaza. The assessment will identify gaps in knowledge and skills for delivering gender-responsive, inclusive, and survivor-centered services to marginalized women survivors of violence. Based on the findings, a comprehensive capacity-building plan will be developed to strengthen technical capacities, improve service delivery across health and social sectors, and enhance referral pathways and case management systems for effective response and reintegration.
Responsibilities
The consultant will develop an inception report detailing the work plan and methodology, ensuring alignment with a competency framework for service providers working with marginalized women survivors of violence. This includes assessing knowledge, capacities, and practices in human rights, gender-responsive care, trauma-informed approaches, harm reduction, accessibility, and ethical conduct. The consultant will conduct a desk review of relevant references and institutional work mechanisms to identify challenges and capacity gaps. Data collection tools will be developed for interviews and focus groups. Findings will be categorized, and a capacity-building needs assessment report and plan will be drafted, incorporating feedback from validation workshops. A final narrative report will summarize the assignment, achievements, methodology, lessons learned, and recommendations.
Work Experience
A minimum of 5 years of experience in public health, women's rights, and violence against women is required. Demonstrated experience in conducting capacity assessments for both health and social service sectors is also required. Experience with social protection systems and the UN system or international organizations is desirable.
