UN Women Myanmar Country Office (MCO) operates in a complex and challenging environment, delivering humanitarian and development nexus programming. The MCO is developing a new Country Strategic Note (SN) for 2027-2029, aligning with the UN Transitional Country Framework (UNTCF) and UN Women's Global Strategic Plan. This role supports the development of this crucial planning document.
Job Purpose
This role is to lead the development of the UN Women Myanmar Strategic Note (SN) for 2027-2029. The SN will serve as the primary planning tool, aligning with the forthcoming UN Myanmar Transitional Cooperation Framework (TCF) and UN Women's Global Strategic Plan. The consultant will ensure the SN is adaptable to the fluid political and socio-economic context, builds on country analysis and stakeholder consultations, reflects emerging trends in gender equality, and identifies opportunities for coordination with other UN agencies and partners. It will also incorporate lessons learned and align with international frameworks on gender equality and women's empowerment.
Responsibilities
The consultant will lead the development of the UN Women Myanmar Strategic Note 2027-2029 under the supervision of the Country Representative. Key tasks include conducting a desk review of relevant UN Women and UN Myanmar documents, leading participatory consultations with internal and external stakeholders, and performing situation and risk analysis to identify constraints and opportunities. The consultant will also be responsible for drafting, validating, and finalizing the Strategic Note narrative, results framework, and annexes in line with UN Women corporate guidelines. This includes developing presentations for feedback, integrating comments from various stakeholders, and preparing the final package for endorsement.
Work Experience
A minimum of 7 years of progressive professional experience in gender equality, international development, or humanitarian affairs is required. Experience in GEWE in Myanmar or the region, developing UN Women Strategic Notes or similar UN country-level documents, and applying results-based management principles are advantageous. Familiarity with human rights concepts and relevant normative frameworks is also expected.
Skills
Excellent communication skills (written and oral) in English. Expertise on the Women, Peace and Security agenda. Experience in developing organizational strategies. Knowledge of Results-Based Management. Ability to gather and interpret data. Excellent facilitation skills.
