Job Purpose
This role serves as an International Consultant to conduct an end-of-project evaluation for the "Women’s Leadership and Political Participation During South Sudan’s Transitional Period" project. The evaluation will assess the project's relevance, effectiveness, efficiency, coherence, sustainability, catalytic value, and contribution to peacebuilding outcomes. It will examine how the project addressed gender-based exclusion as a conflict driver, advanced the Women, Peace and Security agenda, strengthened institutional capacities, and fostered inclusive democratic governance. The findings will inform future programming by UN Women, UNDP, the PBF, and national stakeholders to support gender-responsive peacebuilding and inclusive political participation in South Sudan.
Responsibilities
The International Consultant will lead and conduct a comprehensive end-of-project evaluation of the "Women’s Leadership and Political Participation During South Sudan’s Transitional Period" project. This involves assessing strategic relevance, including the project's alignment with national commitments and its impact on addressing women's political exclusion as a conflict driver. The consultant will evaluate the project's effectiveness in achieving its outcomes, such as enhancing women's participation in decision-making and shifting perceptions of women's leadership. Efficiency, coherence, and sustainability of the project's interventions will also be assessed. Furthermore, the evaluation will examine the project's contribution to peacebuilding outcomes, including its role in strengthening inclusive governance, transitional justice mechanisms, and social cohesion. The consultant will ensure a participatory approach, gathering insights from diverse stakeholders, and will generate evidence-based lessons learned to inform future programming.
Work Experience
Requires a minimum of 7 years of experience in community security, conflict prevention, peacebuilding, governance, gender mainstreaming, or human rights. Extensive experience in conducting project evaluations in conflict-affected settings using mixed methods and participatory, gender- and youth-sensitive approaches is essential. Familiarity with the South Sudanese or East African political and peacebuilding context is required. Experience with UN agencies, particularly the PBF, is a strong advantage.
