Organizational Context
UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund (WPHF), a multi-partner trust fund providing financing to women-led organizations in crisis settings. The WPHF Technical Secretariat is responsible for the fund's operational functioning, supporting global learning, capacity strengthening, and governance. This role is within the Peace, Security, Humanitarian and Resilience (PSHR) Section.
Job Purpose
The Deputy Head of Secretariat is responsible for the effective oversight and implementation of the WPHF's funding cycles, including the Regular Funding Cycle, Rapid Response Window, and Women’s Human Rights Defender Window. This role involves supervising programme staff, collaborating with UN and non-UN organizations, and ensuring the successful implementation of the Secretariat’s Strategic Plan. The position contributes to UN Women's mandate in peace, security, and humanitarian action by facilitating flexible financing for women's rights organizations in conflict-affected areas.
Responsibilities
Manage the programme team, overseeing daily operations, work planning, and resource management. Ensure coordination and synergies across WPHF funding windows and the Global Learning Hub. Lead progress reporting and provide technical support for office security strategy. Provide specialized technical and strategic support on the Fund's direction, advising the Head of Secretariat and developing policy documents. Represent WPHF in advocacy and policy fora, ensuring participation in relevant UN working groups. Support the formulation and implementation of resource mobilization strategies and maintain relations with stakeholders. Manage personnel under supervision, fostering an enabling work environment and identifying development opportunities. The incumbent leads a team of 15, including direct reports and affiliate personnel.
Work Experience
Requires at least 7 years of progressive experience in programme management, with a focus on peace and security, gender in humanitarian action, or gender equality. Experience at country or regional office level, in strategic planning, and in leading international personnel is essential. Proficiency in computer software and web-based management systems is required. Experience with ERP systems, resource mobilization, and advocacy is desirable.
