Organizational Context
In the context of Haiti's security and humanitarian crisis, UN Women, with Japanese government support, strengthens national and local capacities for implementing the Women, Peace and Security agenda and protecting women and girls from gender-based violence. This role supports Output 2, focusing on gender-sensitive crisis response mechanisms.
Job Purpose
The consultancy aims to develop and support the coordination and initial implementation of a gender-sensitive crisis response plan. This includes strengthening mechanisms for evacuation, protection, and multi-actor coordination to ensure that the needs of vulnerable women and girls in emergency situations are met. The role will enhance national and community-level response capabilities, contributing to the Women, Peace and Security agenda and the protection of women and girls.
Responsibilities
Develop a gender-sensitive crisis response plan, including Standard Operating Procedures (SOPs) and multi-actor coordination mechanisms. Conduct a gender-sensitive risk analysis and map relevant actors. Define roles and responsibilities, integrating assistance mechanisms like dignity kits, shelter, and cash-for-peace. Support the validation of the plan through workshops and integrate technical recommendations. Assist in coordinating and monitoring protection and assistance interventions for approximately 3,000 women and girls, including support for alert, referral, and rapid response mechanisms. Provide technical support to national institutions and security forces, strengthen inter-institutional coordination, and contribute to simulation exercises. Monitor plan implementation, document results and lessons learned, and contribute to project reporting.
Work Experience
Minimum of 5-7 years of experience in gender-based violence (GBV) or Women, Peace and Security (WPS) in crisis contexts. Experience in humanitarian response planning or coordination, and working with national institutions and NGOs. Good knowledge of the Haitian context is required.
Skills
Gender-sensitive risk analysis and crisis management, inter-institutional coordination, operational plan development, gender and GBV approach, knowledge of PSEA principles, humanitarian standards, and safeguarding mechanisms.
