Organizational Context
UN Women Uganda is implementing its Strategic Note (2026-2030) to promote gender equality, focusing on gender-responsive systems, inclusive governance, and economic opportunities. This role supports cross-cutting investments in gender data, coordination, and climate action, aligning with national priorities on climate resilience and green growth. The context highlights the disproportionate impact of climate change on women and girls in Uganda and the need for gender-responsive climate governance.
Job Purpose
This consultancy aims to provide integrated technical support to strengthen gender-responsive climate governance in Uganda. The consultant will develop an institutional Gender Strategy for the Parliamentary Forum on Climate Change Uganda (PFCC-U), enhance the capacity of Members of Parliament (MPs) on gender-responsive climate action through needs assessments and training, and produce policy briefs and technical tools. The overall objective is to strengthen parliamentary advocacy, improve access to climate finance information for women-led organizations, and promote inclusive, evidence-based approaches to climate action, addressing the intersection of gender inequality, climate change, and gender-based violence.
Responsibilities
The consultant will develop the PFCC-U Gender Strategy, including conducting desk reviews, stakeholder consultations, and drafting a costed workplan and monitoring framework. They will also conduct a capacity needs assessment for MPs on gender and climate change, develop training materials, and deliver induction and capacity-building sessions. Additionally, the consultant will produce policy and technical briefs on gender-responsive climate action, climate finance for women-led organizations, and gender-responsive green and blue economies. A gender appraisal of select government policies and programmes will also be conducted, resulting in an appraisal report with actionable recommendations.
Work Experience
A minimum of 5 years of relevant professional experience in programme design, planning, and implementation in gender equality, GBV, climate change, public policy, or governance is required. Experience in developing gender strategies, institutional frameworks, and utilizing quantitative/qualitative data is essential. Experience with parliamentary institutions, facilitating participatory processes, and understanding gender issues in climate change (including GBV, displacement, unpaid care) is highly desirable. Experience in designing and delivering capacity-building methodologies and working with UN or international organizations is an asset.
