Organizational Context
UN Women Philippines supports gender equality and women's empowerment, focusing on strengthening institutional capacities for gender and development (GAD) mandates. The role is situated within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), a region where addressing gender inequalities is crucial for peace, development, and inclusive governance. The initiative is part of the 'Empowering Women for Sustainable Peace in BARMM' Joint Programme, funded by Global Affairs Canada and implemented with UNDP.
Job Purpose
This consultancy aims to provide expert technical guidance and support to the Bangsamoro Women Commission (BWC) and other BARMM partner agencies in the Philippines. The Gender Advisor will contribute to strengthening institutional capacities for gender equality and women's empowerment, particularly within the context of peacebuilding and inclusive governance in the BARMM region. The role involves advising on policy development, program implementation, and monitoring of initiatives aligned with the Magna Carta of Women and GAD mandates, ultimately supporting the BWC's mandate and enhancing gender-responsive governance in the region.
Responsibilities
The Gender Advisor will serve as the primary focal point for UN Women within the BWC, ensuring effective implementation of the Joint Programme. Key responsibilities include providing substantive technical input, assistance, and advisory services to the BWC on planning, programming, execution, monitoring, and reporting of Joint Programme deliverables. This involves close coordination with UN Women and other BARMM Ministries, Offices, and Agencies (MOAs) to ensure commitments are met. Specific tasks include supporting the enhancement of BWC Performance Indicators, contributing to the Midterm Assessment of the RAPWPS, and assisting in the drafting of the BARMM Gender Equality and Women Empowerment (BGEWE) Plan. The role also entails facilitating Monitoring and Evaluation Capacity Building for BWC personnel, drafting a Sectoral Intervention Report for Women, and developing a Gender and Development (GAD) Roadmap for the Bangsamoro Human Rights Commission (BHRC).
Work Experience
Requires at least one year of experience in women, peace, and security, including policy advice and technical assistance to government institutions. Experience in developing National or Regional Action Plans on UN SCR 1325 is desirable. Proven experience in supporting the development of policy papers on gender equality and women empowerment is also desirable. Knowledge of the Bangsamoro context related to WPS and previous work experience in the Bangsamoro region are required/desirable.
