Job Purpose
The Programme Management Specialist provides strategic leadership and technical support to advance gender equality and women's empowerment across UN Women's mandate areas in Syria. This role involves leading advocacy, coordination, and technical support to the Syrian government and other stakeholders. The Specialist is crucial for establishing and maintaining strategic partnerships and ensuring effective coordination with government, UN system partners, and civil society to advance national gender equality priorities. Reporting to the Head of Office, the Specialist ensures high-quality technical support and strategic guidance for gender-responsive programming and policy engagement.
Responsibilities
Oversee programmatic development for humanitarian, Women's Economic Empowerment (WEE), and coordination initiatives, ensuring alignment with the Strategic Note. Advise on programme/project design and formulation, review ongoing projects, and provide technical advice on systems for planning, implementation, monitoring, and reporting. Evaluate proposals, oversee donor reports, and finalize policy documents. Provide technical support for programme implementation, assess work plans, analyze budgets, and ensure quality control. Establish and maintain relations with partners and donors for collaboration and resource mobilization. Oversee monitoring and reporting, review standards, and prepare progress reports. Manage programme finances, ensure adherence to delivery rates, and facilitate information flow. Lead a team, conduct performance reviews, and ensure staff capacity development. Build partnerships and develop resource mobilization strategies. Lead knowledge building and sharing, synthesizing best practices and lessons learned. Represent UN Women in UN system coordination forums as delegated.
Work Experience
Requires at least 7 years of progressive experience in programme management, including design, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in gender-related areas, UN coordination, programme, and policy analysis is essential. Experience in setting priorities, budgets, work plans, and programme development is required. Experience leading and coaching staff internationally and using computer software packages (MS Word, Excel) and web-based management systems is necessary. Experience in Syria or the Arab States region and with Oracle Cloud is desirable.
