Job Purpose
This consultancy is to design and conduct a mixed-methods baseline study for the Women, Peace and Protection Joint Programme Phase II (WPPII) in Somalia. The purpose is to establish current benchmarks for programme indicators, validate feasibility, refine targets, and provide an analytical foundation for programme management and learning. The baseline will assess women's participation in political and peace processes, the implementation of the National Action Plan on UNSCR 1325, access to justice, protection structures, and economic empowerment opportunities for women peace actors. It will also review programme risks and transition feasibility.
Responsibilities
The consultant will design and execute a mixed-methods baseline study across six programme areas in Somalia, in close collaboration with UN Women, UNDP, UNTMIS, and the Ministry of Family and Human Rights Development. Key tasks include conducting a comprehensive desk review of relevant documents and data, and performing consultations with diverse stakeholders such as women leaders, government representatives, civil society organizations, community members, and marginalized groups. The consultant will establish baseline values for all WPPII outcome and output indicators, assess the current state of women's meaningful participation in political and peace processes, and identify barriers. The study will also examine the implementation of the National Action Plan on UNSCR 1325, assess women's access to justice and protection services, map existing protection structures, and evaluate the economic situation of women engaged in peacebuilding.
Work Experience
A minimum of seven years of relevant professional experience in research, monitoring and evaluation, programme assessment, gender equality, peacebuilding, or Women, Peace and Security (WPS) programming is required. Experience conducting baseline studies for UN agencies or international organizations, gender-responsive research, stakeholder engagement, and working in fragile contexts is essential.
