Organizational Context
UN Women, the United Nations entity for gender equality and the empowerment of women, is implementing the "GENSTAT: Gender and Territorialized Statistics" program in Morocco. This initiative, in partnership with the High Commission for Planning (HCP) and funded by the European Union, aims to strengthen the national statistical system to support evidence-based and gender-sensitive governance. Job Purpose
This consultancy aims to provide technical, methodological, and operational support for the implementation of the GENSTAT program in Morocco. The consultant will ensure technical continuity with previous gender statistics initiatives, support the initial operational phases, assist in technical coordination with national partners and stakeholders, and strengthen monitoring tools and processes for effective program implementation. The role is crucial for advancing evidence-based policymaking and gender equality by enhancing the availability and use of gender-sensitive data at both national and territorial levels.
Responsibilities
The consultant will support the operational launch of the GENSTAT program by reviewing program documents, developing an operational roadmap, and establishing management and monitoring tools. They will ensure technical continuity by aligning activities with previous "Making Every Woman and Girl Count" phases and supporting the National Employment Survey. The role involves providing methodological support for gender statistics activities, contributing to the development and review of concept notes and terms of reference. Additionally, the consultant will support technical coordination and monitoring with partners like HCP and the EU, prepare technical elements for coordination meetings, and track decisions and action points. They will also contribute to knowledge capitalization, documentation of tools and best practices, and the preparation of communication and visibility materials related to gender statistics.
Work Experience
A minimum of 5 years of progressive professional experience in managing complex, multi-component programs with national and technical/financial partners is required. Experience in coordinating, monitoring, reporting, and evaluating development programs and projects is also necessary. Experience in managing gender statistics interventions, knowledge of Results-Based Management (RBM) frameworks, gender statistics, and SDG monitoring are considered assets. Familiarity with the Moroccan national statistical system and experience with the High Commission for Planning (HCP) are advantageous.

In-depth knowledge of the Moroccan institutional context and national statistical system; Proven experience in women's economic empowerment; Strong writing, synthesis, and presentation skills; Ability to integrate a gender perspective into analysis and recommendations.
