In Ecuador, following the Organic Law on Human Care, UN Women is assisting the Metropolitan District of Quito (MDMQ) in implementing its local care policy, focusing on caregiver registration and service access.
Job Purpose
This consultancy aims to develop a model for registering and credentialing female caregivers in Quito's Metropolitan District (DMQ). The role will involve creating conceptual and methodological frameworks for caregiver characterization, designing an initial digital platform for data collection and management, and ensuring caregivers can access municipal services. The ultimate goal is to support the implementation of Quito's local care policy, contributing to women's economic empowerment and the recognition of unpaid care work.
Responsibilities
The consultant will systematize and analyze primary and secondary information related to caregivers within Quito's local care system. Key responsibilities include developing conceptual and methodological elements for characterizing and registering caregivers, consolidating services within Quito's comprehensive protection system, and designing an initial digital platform for caregiver registration and linkage to municipal services. The consultant will also systematize lessons learned and best practices from piloting the registration process, contributing to the effective implementation of the care policy.
Work Experience
A minimum of two years of experience is required in designing administrative records, social information systems, or primary data collection. If a Master's degree is not held, an additional two years of experience beyond the minimum requirement will be necessary. Experience with digital platforms for data management is also beneficial.
