Job Purpose
The Regional Humanitarian Specialist leads the development of humanitarian programs within the Arab States region, providing technical leadership and capacity building to country offices. The role involves developing regional program documents, reviewing country-level proposals, and advising on localization. It also focuses on building strategic partnerships, mobilizing resources, developing knowledge products, and leading advocacy efforts through inter-agency coordination to ensure gender is mainstreamed in humanitarian responses. The specialist will also strengthen linkages between Women, Peace, and Security (WPS) and Humanitarian Action (HA) portfolios.
Responsibilities
Lead the development and implementation of regional humanitarian action programs, including drafting program documents and providing technical guidance on country-level proposals. Deliver technical and policy advice to country and multi-country offices, and partners, focusing on gender in humanitarian action. Build and manage strategic partnerships with stakeholders, donors, and international actors, representing UN Women in technical discussions. Lead resource mobilization efforts for humanitarian action in the region. Guide the design of humanitarian action and develop relevant knowledge products, including policy recommendations and analytical reports. Lead advocacy through inter-agency coordination, representing UN Women in working groups and advocating for gender mainstreaming and the participation of local organizations. Manage communication and advocacy strategies during emergencies. Coordinate knowledge building and sharing on gender in humanitarian action and strengthen linkages between WPS and HA portfolios. The incumbent also leads and manages a team of two personnel.
Work Experience
Requires at least 7 years of progressive experience in designing and managing humanitarian programs, with a focus on gender and protection in emergencies. Experience in inter-agency coordination, policy analysis, strategic planning, and building partnerships with governments, donors, and civil society is essential. Experience leading staff internationally, using office software, and handling web-based management systems is required. Experience with Oracle Cloud, the UN system, and the Arab States region is desirable.
