Organizational Context
UN Women Sierra Leone, in partnership with the Ministry of Gender and Children’s Affairs and the Ministry of Local Government and Community Affairs, is implementing a programme to strengthen gender-responsive local governance and inclusive service delivery. This initiative focuses on enhancing social protection, prevention, and referral systems, particularly for women, youth, and marginalized groups, to improve access to gender-transformative services, including those addressing gender-based violence (GBV).
Job Purpose
This consultancy aims to conduct a comprehensive study of safe space structures and their functionality in Sierra Leone. The objective is to generate strategic and operational guidance for the sustainable operationalization, scale-up, and institutionalization of safe spaces within decentralized, gender-responsive local governance systems. The consultant will develop a costed, evidence-based business case to support these efforts, contributing to improved community-based GBV prevention and response systems and ensuring survivor-centred support.
Responsibilities
The consultant will review national policies, strategies, and global best practices related to GBV prevention, social protection, and safe spaces. This includes mapping and assessing the functionality, accessibility, inclusivity, and safety of existing safe spaces and safe homes across selected districts. The role involves analyzing linkages between safe spaces and community-based referral mechanisms, identifying gaps and opportunities for strengthening accountability and case management. Furthermore, the consultant will develop practical, context-appropriate operational models for safe spaces, define service packages, and create a business case outlining financing options and sustainability pathways, including integration into local government planning and budgeting.
Work Experience
Requires at least 5 years of relevant experience in gender equality and women's rights, with proven experience in women's CSOs or GBV. Extensive experience in institutional assessments, programme design, and results-based management is essential. Experience in multicultural environments, knowledge of international human rights standards, and experience working with multi-stakeholder organizations (governments, CSOs, UN) are also required.
Skills
Strong knowledge of gender equality and women's rights issues, political science, law, and development. Demonstrated ability to interact effectively with government and CSO representatives. Proven networking and communication skills. Knowledge of the UN system and inter-governmental processes. Strong analytical and interpersonal skills.
