This role supports the Country Representative in strategic planning, program formulation, and monitoring.
Job Purpose
The National Programme Officer will be responsible for the strategic planning, formulation, and effective execution and monitoring of UN Women's country program in Côte d'Ivoire. This role involves advising the Country Representative on corrective and creative decision-making in complex situations, supervising program staff, and fostering cooperation between units. The officer will promote the gender equality agenda in collaboration with UN agencies, government officials, partners, and civil society organizations, ensuring alignment with UN Women's strategic goals and national priorities.
Responsibilities
Key responsibilities include supporting strategic planning and program development by conducting in-depth analysis, contributing to national policy documents, and ensuring gender mainstreaming. The role involves effective management and implementation of the country program, ensuring quality control from formulation to execution, and coordinating with implementing partners. This includes applying results-based management tools, supporting project proposal development, and managing financial aspects. The officer will also support monitoring and evaluation mechanisms, conduct high-quality research, and develop policy recommendations. Additionally, responsibilities include fostering strategic partnerships, implementing resource mobilization strategies, networking with relevant organizations, and representing UN Women in various forums. Knowledge management, including documenting best practices and organizing training, is also a key function.
Work Experience
A minimum of five years of progressively responsible experience in programme management, including programme design, coordination, monitoring and evaluation, donor reporting, and capacity building, is necessary. Experience in a gender-related field is desirable. Experience in setting priorities, budgets, work plans, and participating in programme development and drafting is required. Experience in effective team management is desirable.
Skills
Strong analytical and results-oriented capabilities, client-oriented approach, relationship management and communication skills, in-depth knowledge of financial accounting procedures, excellent IT and management systems knowledge, and ability to contribute to management system processes.
