Organizational Context
UN Women's Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women's empowerment challenges across 42 countries. The Project and Programme Support and Management Unit (PSMU) provides advisory and direct support for project development and implementation. This role sits within PSMU, reporting to the Regional Programme Management Specialist.
Job Purpose
This consultancy aims to provide on-demand technical services for programme quality assurance and oversight within UN Women's Asia and the Pacific Regional Office. The consultant will support the oversight of appraisal mechanisms, ensure the quality of field documentation and reviews, and assess the capacity of offices to increase Delegation of Authority (DoA) for project approval. The role also involves providing capacity-building support to enhance programme quality assurance and appraisal capacities, working collaboratively with regional and country teams to ensure effective programme quality and compliance with UN Women standards.
Responsibilities
Provide technical support to strengthen regional and country-level programme quality assurance and oversight mechanisms, focusing on appraisal processes (RPAC, LPAC) and ensuring compliance with UN Women standards. Deliver quality assurance feedback and recommendations to improve submission quality, coherence, and compliance. Support the standardization of appraisal processes and develop oversight strategies to detect delays and gaps in partner monitoring. Conduct systematic quality assurance reviews of field documentation and partner monitoring processes, identifying issues and proposing corrective actions. Collaborate with regional and country teams to align programme implementation with corporate quality assurance requirements. Support the implementation of capacity assessment plans for field offices to increase Delegation of Authority (DoA), providing evidence-based recommendations. Design and deliver capacity-building initiatives, including training and advisory support, to enhance programme quality assurance and appraisal capacities.
Work Experience
A minimum of 5 years of progressive experience in project/programme management, quality assurance, and oversight, including risk monitoring, is required. Proven experience in quality assurance of programme design, reporting, performance monitoring, and partner oversight in development or humanitarian contexts is essential. Technical expertise in all aspects of project management, including planning, financial management, and stakeholder engagement, is required. Experience with computer software packages and web-based management systems is necessary.
