Organizational Context

UN Women Guatemala, within the Leadership and Political Participation section, seeks a specialized technical assistant to strengthen the normative framework for women's political participation. This role supports efforts to reduce structural barriers, harmonize national legislation with international standards (CEDAW, Belém do Pará, Model Law on Violence Against Women), and enhance institutional and civil society capacities. The consultancy contributes to ensuring women's full political rights and promoting substantive equality.

Job Purpose

The purpose of this consultancy is to provide specialized technical assistance and legal-political advice to UN Women Guatemala. The role focuses on strengthening the normative framework for women's political participation, addressing issues such as parity, political violence, and related topics within the projects implemented by the Governance and Political Participation Area. The consultancy aims to contribute to reducing structural gaps that limit women's full exercise of political rights and advancing the harmonization of national legal frameworks with international human rights standards, thereby fostering sustainable progress in substantive equality and political participation.

Responsibilities

The consultant will develop technical inputs, including concept notes, analysis reports, and comparative studies on legislation related to political violence, parity, alternation, and indigenous women's representation, ensuring alignment with Guatemalan law and international standards. They will support the preparation of executive presentations and technical documents for strategic stakeholders such as parliamentarians and women's organizations. The consultant will participate in technical meetings and workshops, presenting technical and substantive perspectives on women's political rights in dialogues with institutional actors like parliamentary commissions and the Supreme Electoral Tribunal. Effective coordination with UN Women is crucial to meet deadlines and identify potential risks. All generated technical documents and products must be submitted in editable formats (Word, Excel, PowerPoint) and PDF, organized for future use.

Work Experience

A minimum of 5 years of relevant professional experience is required, with a proven track record in drafting technical reports and knowledge products on human rights, gender, and political participation. Experience with the Guatemalan political and legislative system, and knowledge of national and international legal frameworks on women's rights are crucial. Demonstrated ability to engage effectively with institutional actors and women's organizations is also necessary.
