This role supports ongoing projects aimed at strengthening municipal capacities for gender mainstreaming and service delivery.
Job Purpose
This Senior National Consultant role supports UN Women Albania's programmatic implementation and technical assistance in gender-responsive local governance. The purpose is to enhance the capacities of local government units in planning, budgeting, inclusive service delivery, and accountability mechanisms. The consultant will contribute to ensuring that women and girls enjoy their human rights in a gender-equal society and meaningfully contribute to Albania's development, aligning with national strategies and EU integration goals. The role aims to address structural causes of gender inequality and reach vulnerable populations.
Responsibilities
The Senior National Consultant will prepare and facilitate trainings on gender-responsive planning and budgeting for municipal staff and councilors, covering gender analysis and mainstreaming. They will provide technical assistance for costing gender-responsive services and integrating these into local budgets, including support for Local Gender Action Plans. The consultant will mentor municipal staff on sustainable application of gender-responsive budgeting (GRB) and support the implementation of gender-responsive social planning and budgeting practices. Additionally, the role involves assisting municipalities in identifying and addressing the needs of vulnerable women through innovative services, reviewing policy documents from a gender perspective, and contributing to UN Women's knowledge products and project proposals. The consultant will also participate in relevant events and prepare mission reports.
Work Experience
Requires at least 13 years of relevant professional experience in gender equality, human rights, good governance, or public finances. Demonstrated experience working with Local Government Units on social services, local budgeting, and gender equality policy development is essential. Experience in technical assistance, capacity building, training, and mentoring on gender mainstreaming or GRB processes is also required.
