Organizational Context

UN Women, as the UN entity dedicated to gender equality and the empowerment of women, works to eliminate discrimination and achieve equality between women and men. This consultancy supports the Public Ministry in Honduras under the Coordinated Action Program to Eradicate Violence against Women and Girls in Latin America (PACTA), funded by the Spanish Ministry of Equality. The role aims to strengthen capacities in investigating and prosecuting violence against women and sexual violence.

Job Purpose

The purpose of this consultancy is to develop and harmonize technical instruments for the investigation and prosecution of violence against women and sexual violence within the Public Ministry of Honduras. This involves updating the Guide for Victim Assistance in Violence Against Women to create a Technical Operational Manual aligned with the current Penal Code and international standards. The role will contribute to strengthening the technical skills of prosecutors and investigators, ensuring a more effective, sensitive, and rights-based response to cases of violence against women and girls, thereby reinforcing the Honduran criminal justice system and promoting gender equality.

Responsibilities

The consultant will be responsible for organizing institutional dialogue spaces to identify needs and priorities of key Public Ministry units and stakeholders. This includes reviewing and analyzing relevant case files, technical reports, and special studies to extract lessons learned and best practices. The consultant will also review and analyze national and international legislation related to the investigation and prosecution of violence against women and girls, ensuring harmonization with human rights, gender, and child protection standards. A key task is the revision and analysis of the current Guide for Victim Assistance, comparing it with the projected version to ensure relevance and applicability. The central deliverable is the elaboration of a Technical Operational Manual, incorporating gender, intersectionality, and differentiated child protection approaches. Finally, the consultant will conduct technical and institutional socialization and validation of the Manual with key actors to ensure its legitimacy, ownership, and practical implementation.

Work Experience

A minimum of 5 years of professional experience in criminal law, investigation, or prosecution, with a focus on violence against women and/or sexual violence, is required. Experience working with national justice systems, particularly in Latin America, and familiarity with international human rights and gender equality standards are essential. Experience in developing legal or technical instruments is also desirable.
