Organizational Context
UN Women is the UN organization dedicated to gender equality and women's empowerment. In the Central African Republic (CAR), despite reforms to enhance women's political participation, significant barriers persist, including patriarchal norms and high illiteracy rates. UN Women, in collaboration with the Ministry for the Promotion of Women's Rights, is supporting targeted efforts to increase women's political engagement and combat electoral violence. This consultancy supports a national study on violence against women in politics.
Job Purpose
This consultancy aims to support the implementation of a national study on violence against women in politics in the Central African Republic (CAR). The consultant will lead the qualitative components of the study, ensuring coordination with national stakeholders. The study seeks to gather factual and contextual data on violence against women in politics, particularly concerning women candidates in local elections. Its findings will provide evidence on obstacles to women's political participation and leadership, informing UN Women's efforts to promote women's political empowerment and contribute to global research on violence against women in public service.
Responsibilities
The National Consultant will provide technical support and coordination for the national study on violence against women in politics in CAR. Key responsibilities include leading the qualitative components of the study, conducting foundational research and literature reviews on violence against women in CAR, and mapping existing qualitative data collection approaches. The consultant will examine the current legislative and policy framework for women's political participation and violence against women, assessing its implementation and identifying challenges. This involves conducting preliminary qualitative research, verifying study content, and mapping national stakeholders. A significant task is to develop and implement a qualitative data collection plan, including conducting focus group discussions with women candidates and in-depth interviews with stakeholders. The consultant will also prepare a detailed report on the qualitative component, contribute to the overall study report, and support the development of advocacy and communication materials. Additionally, they will liaise with stakeholders, support the coordination of a reference group, and organize the official report launch.
Work Experience
A minimum of 5 years of experience is required in coordinating and conducting studies on women's political participation, violence against women, electoral assistance, and gender mainstreaming in elections, including legislative and policy reviews. Demonstrated expertise in violence against women, knowledge of international human rights and women's rights standards, and experience in qualitative study design and management are essential. Experience working with multi-stakeholder organizations in CAR and with the UN system is highly desirable.
