Organizational Context
UN Women Moldova is implementing the EVOLVE4GE project (November 2023 - October 2027) to accelerate gender equality and women's empowerment in line with national priorities and the EU candidacy status. The project focuses on enhancing the capacity of government authorities to design and implement gender-responsive policies, including gender-responsive budgeting. This consultancy supports state institutions in conducting sectoral gender analyses and institutionalizing Gender-Responsive Budgeting (GRB).
Job Purpose
This consultancy aims to provide expert support to Moldovan state institutions, including the Ministry of Finance and Ministry of Energy, to conduct gender analyses within sectoral programs and budgets. The consultant will contribute to the institutionalization of Gender-Responsive Budgeting (GRB) by assessing gender responsiveness, identifying disparities, and formulating recommendations. The role involves capacity building and mentorship for government working groups to enhance their knowledge and skills in gender-responsive planning and budgeting, ultimately contributing to the effective implementation of gender equality commitments.
Responsibilities
The consultant will conduct a gender analysis of a selected budget sub-program within the Ministry of Energy, assessing budget allocations for gender responsiveness and identifying gender disparities in service access and beneficiary selection. Key tasks include formulating actionable recommendations to address identified gender gaps for the upcoming fiscal year, consolidating findings into a detailed report, and assisting in designing and delivering capacity-building activities on gender-responsive budget analysis. Additionally, the consultant will provide mentorship and guidance to a working group at the Ministry of Energy and up to five other line ministries to enhance their capacities in gender-responsive planning and budgeting.
Work Experience
A minimum of two years of experience in drafting policies, reports, or guidelines, particularly in gender analysis, budgetary programs, or gender-responsive budgeting, is required. At least two years of experience in research and policy analysis is also necessary. Experience with central government finance policies and processes, including medium-term budgeting, is an asset, as is previous work with international organizations.
