Job Purpose
The Specialist, Coordination and Normative, supports inter-agency coordination roles within UN Country Teams, identifying technical expertise for accountability tools. This role focuses on UN Sustainable Development Cooperation Framework (UNSDCF) processes, Gender Thematic Group (GTG) procedures, the system-wide strategy on gender parity, and intergovernmental processes like CSW, CEDAW, and the Beijing Platform for Action. The specialist collaborates with the Resident Coordinator's Office and other UN agencies to foster an environment conducive to achieving gender parity within the UNCT. They will lead capacity-building activities on gender mainstreaming and UN coordination, providing technical advice to other UN entities for integrating gender perspectives into program and policy development, and seeking partnership opportunities for joint financing initiatives in gender equality and women's empowerment (GEWE).
Responsibilities
The Specialist provides technical support to the Resident Representative and Country Office on inter-agency coordination, including participation in national groups, GTGs, and UNCT engagement on gender-sensitive development assistance. They ensure guidance for RCO and UNCT on system-wide GEWE processes and support the Representative in leading the inter-agency GTG. The role involves identifying strategic entry points for GEWE advancement through targeted coordination and technical assistance, and enhancing the Country Office's technical assistance and gender analysis for the UNCT. The specialist supports the promotion of gender in humanitarian action and monitors GTG work to ensure effective partner engagement on GEWE. They also provide technical support for participation in partner coordination mechanisms to prioritize GEWE. Additionally, the role offers technical advisory support on GEWE during cooperation framework development, contributing to rigorous gender analysis in Common Country Analyses (CCA) and coordinating GTG work for UNSDCF integration. The specialist ensures quality assurance for the UNCT-SWAP gender scorecard exercise, supports UNCT reporting and UNCT GEM utilization to increase GEWE financial allocations, and facilitates capacity building on UNCT-SWAP and UNCT GEM. They also support coordination of intergovernmental and normative work on GEWE, contribute to initiatives related to the Commission on the Status of Women, facilitate Beijing Platform for Action reviews, and support the institutionalization of gender in national institutions. Finally, the role provides technical support for partnership development and resource mobilization, including managing promotional activities and building strategic partnerships.
Work Experience
At least 5 years of progressively responsible experience in inter-agency coordination and strategic programme planning processes is required. Experience in leading capacity-building activities and working in gender equality and women's rights is also required. Experience with the UNCT-SWAP gender equality scorecard and its action plan, or other system-wide gender equality processes, is an asset. Experience within the UN system is desirable. Proficiency in computer skills, including MS Office, spreadsheets, and databases, is required.
