This consultancy supports the development and implementation of the System of Environmental-Economic Accounts (SEEA) from a "Leave No One Behind" perspective, aiming to address inequalities.
Job Purpose
This consultancy aims to advance the conceptual framework and practical implementation of the System of Environmental-Economic Accounts (SEEA) from a "Leave No One Behind" (LNOB) perspective. The consultant will build upon existing work, propose concrete recommendations, and facilitate the creation of case studies using country data. The role involves guiding member states and experts in calculating SEEA tables with individual-level data to highlight inequalities and inform policies. The ultimate goal is to facilitate member states' work in implementing SEEA at the individual level, ensuring that environmental and economic policies address diverse population groups and promote equality.
Responsibilities
The consultant will steer and prepare materials for the Working Group on Implementing SEEA from an LNOB perspective, liaising with members and additional stakeholders. Key tasks include facilitating the calculation of account tables using real country datasets, conducting data integration and analysis, and preparing mock account tables. The consultant will provide guidance and technical support to member states for calculating their own account tables, collating these experiences into a report with step-by-step guidance. Additionally, the role involves drafting recommendations for integrating an LNOB perspective into SEEA implementation and supporting the socialization of the proposed methodology by liaising with global and regional partners, organizing webinars, and contributing to global and regional meetings.
Work Experience
A minimum of 7 years of experience in calculating environmental and economic statistics is required, with at least 5 years specifically focused on the System of Environmental-Economic Accounts. Experience in analyzing, producing, or reprocessing micro data in coordination with national government institutions is essential. Experience in guiding and contributing to expert and working groups with government representatives is also required. Familiarity with inequity and gender frameworks, as well as experience in economic or environment statistics in the Asia-Pacific region or globally, are desirable.
