Organizational Context

UN Women in Côte d'Ivoire prioritizes the Women, Peace and Security (WPS) agenda, supporting national commitments to UN Security Council Resolution 1325 and Security Sector Reform (SSR). The role supports efforts to enhance women's meaningful participation in security forces and peacekeeping operations, aiming for more inclusive and sustainable security. This consultancy is part of a project funded by the Elsie Initiative Fund to strengthen the participation of Ivorian policewomen in UN peacekeeping operations.

Job Purpose

This consultancy aims to support the participatory development and adoption of a draft ministerial order to strengthen gender mainstreaming in the management of Police National peacekeeping operations (PKOs). The consultant will analyze the current PKO management system, identify gender equality gaps, and review the existing legal and regulatory framework. The goal is to propose a ministerial order that establishes a gender-sensitive mechanism for managing the participation of the National Police in PKOs, contributing to increased eligibility and preparedness of policewomen for deployment.

Responsibilities

The consultant will map the current PKO management system, identifying gender equality shortcomings. They will analyze the relevant national, ministerial, and UN legal and regulatory frameworks, proposing necessary adjustments. A key task is drafting the ministerial order and its operational annexes, including procedures, indicators, and monitoring mechanisms. The consultant will also facilitate the technical validation of the draft order through a stakeholder workshop, incorporating feedback to finalize the document. This involves close collaboration with the National Police Directorate General and the Ministry of Security to ensure the order promotes gender-sensitive piloting of PKO participation.

Work Experience

Requires at least two years of relevant professional experience in institutional and/or regulatory reforms, preferably in the security or governance sector. Proven experience in integrating gender into public policies, programs, or institutional reforms, particularly within the WPS agenda and UNSCR 1325, is essential. Demonstrated experience in drafting administrative and regulatory texts is also required. Collaboration with public institutions in security, justice, or public administration is an asset.
