Organizational Context
UN Women, dedicated to gender equality and women's empowerment, is implementing the "GENSTAT: Gender and Territorialized Statistics" program in Morocco. This initiative, in partnership with the High Commission for Planning (HCP) and funded by the European Union, aims to strengthen national statistical capacities for evidence-based, gender-sensitive governance. The program focuses on institutional capacity building, improving access to gender statistics, and enhancing the use of data for policies on gender equality and women's economic empowerment.
Job Purpose
The purpose of this consultancy is to provide technical, methodological, and operational support for the implementation of the GENSTAT program. The consultant will ensure continuity with previous gender statistics initiatives, support the initial operational phases, assist in technical coordination with national partners, and strengthen monitoring tools and processes for effective program delivery. This role is crucial for aligning program activities with existing frameworks, supporting key statistical activities like the National Time Use Survey, and contributing to the overall success of strengthening gender-sensitive data in Morocco.
Responsibilities
The consultant will support the operational start-up of the GENSTAT program by reviewing program documents, proposing an operational roadmap, and establishing management and monitoring tools. They will ensure technical continuity with prior initiatives like "Making Every Woman and Girl Count" and provide methodological support for activities such as the National Time Use Survey. The role involves supporting technical coordination and monitoring with partners like HCP and the EU, preparing technical elements for meetings, and tracking action points. Additionally, the consultant will contribute to program capitalization, knowledge transfer, and visibility by documenting tools and approaches, and supporting the production of communication and knowledge products related to gender statistics.
Work Experience
A minimum of 5 years of progressive professional experience in managing complex, multi-component programs with national and technical/financial partners is required. Experience in program coordination, monitoring, reporting, and evaluation is essential. Experience in implementing gender statistics interventions is also required. Knowledge of Results-Based Management (RBM), gender-sensitive statistics, and SDG monitoring is an asset, as is experience with the Moroccan statistical system and the UN or EU-funded programs.
Skills
Functional competencies include in-depth knowledge of the Moroccan institutional and national statistical system, proven experience in women's economic empowerment, strong writing, synthesis, and presentation skills, and the ability to integrate a gender perspective into analysis and recommendations.
