This role supports initiatives focused on strengthening the gender architecture, women's influence in peace processes, and GBV prevention and response.
Job Purpose
This consultancy is to conduct an evaluation of the Sida-supported programme implemented by UN Women Sudan Country Office from 2019 to date. The evaluation will assess the programme's relevance, effectiveness, efficiency, coherence, impact, and sustainability, generating evidence-based findings on achievements and contributions to gender equality, women's empowerment, and peacebuilding. The findings will support accountability, learning, and decision-making, informing future programming and strategic engagement between Sida and UN Women Sudan.
Responsibilities
The National Consultant will be responsible for planning and executing the evaluation of the Sida-supported programme. This includes developing the evaluation methodology, conducting data collection through stakeholder consultations, reviewing programme documents, and analyzing findings against evaluation criteria. Key tasks involve assessing programme relevance to national priorities and evolving contexts, evaluating effectiveness in achieving results and sustainability, examining implementation efficiency and resource utilization, and assessing coherence with other interventions. The consultant will also identify strengths, gaps, lessons learned, and good practices, and provide actionable recommendations for programme improvement and future strategic direction.
Work Experience
A minimum of 7 years of relevant professional experience in programme evaluation, gender equality, women's empowerment, peacebuilding, or related fields is required. Experience working in complex humanitarian and fragile contexts, particularly in Sudan or similar regions, is highly desirable. Proven experience in conducting evaluations using mixed-methods approaches is essential.
