Job Purpose
This role serves as an International Consultant to conduct a comprehensive evaluation of the Sida-supported programme implemented by UN Women Sudan from 2019 to date. The evaluation will assess the programme's relevance, effectiveness, efficiency, coherence, impact, and sustainability. The purpose is to generate evidence-based findings on achievements and contributions to gender equality, women's empowerment, and peacebuilding in Sudan. The findings will support accountability, learning, and decision-making, informing future programming and strategic engagement between Sida and UN Women Sudan.
Responsibilities
Conduct a participatory and inclusive evaluation of the Sida-supported programme, assessing its relevance to national priorities and evolving socio-political contexts. Evaluate the effectiveness and sustainability of programme results, and the efficiency of implementation, including resource use and delivery modalities. Assess the coherence of the programme with other relevant interventions and actors. Generate evidence-based findings on programme achievements and contributions to gender equality, women's empowerment, and peacebuilding. Identify strengths, gaps, lessons learned, and good practices. Provide actionable recommendations to strengthen programme implementation and strategic positioning. Inform future programming, potential multi-year support plans, and broader strategic engagement between Sida and UN Women Sudan.
Work Experience
A minimum of 10 years of relevant professional experience in programme evaluation, gender equality, women's empowerment, peacebuilding, or related fields is required. Experience in conducting evaluations for UN agencies or similar international organizations is highly desirable. Proven experience in conflict-affected contexts, particularly in the Middle East and North Africa region, is an asset.
