Job Purpose
This consultancy aims to bridge the gap between national policy and subnational implementation by developing a practical, action-oriented framework for Kigoma Region. The framework will integrate gender equality, climate resilience, DRR, and Women, Peace and Security (WPS) priorities, while strengthening institutional capacity for sustained implementation. The role will focus on enhancing women's participation in climate-related sectors and decision-making, and ensuring DRR systems effectively address gender inequality and GBV risks. The ultimate goal is to create a gender-responsive regional DRR framework that enhances protection, mitigates GBV, promotes women's economic participation, and integrates WPS priorities into regional DRR systems.
Responsibilities
The consultant will conduct a comprehensive gender analysis of climate, disaster, and peace and security risks in Kigoma, assessing differential vulnerabilities, capacities, and roles of women, men, and youth. This includes evaluating protection and GBV risks, and analyzing linkages between disaster risks, peace and security dynamics, and women's economic participation and governance. The consultant will facilitate stakeholder consultations to validate findings and ensure contextual relevance. A key deliverable is the development of a gender-responsive DRR framework for Kigoma Region, aligned with national policies, outlining implementation pathways, institutional roles, and monitoring mechanisms. Additionally, the consultant will conduct capacity-building workshops for local officials and community leaders on gender-responsive disaster preparedness and response, focusing on GBV prevention and response.
Work Experience
Experience is required in conducting assessments, related studies, and strategy development. The consultant should have experience in developing gender-related strategic plans and policy documents in Tanzania, with strong analytical skills and the ability to produce high-quality reports. Experience in DRR and climate change programming, as well as working with UN agencies on similar assignments, is desirable. Proficiency in English and Swahili is required.
