Organizational Context
UN Women Ukraine Country Office (CO) operates under its Strategic Note 2025-2029, aligning with UN Women's Strategic Plan and UNDSDCF priorities. The CO focuses on three outcomes: Leadership, Governance and WPS; Women's Economic Empowerment (WEE); and Humanitarian Response and Coordination. The WEE programme aims to advance women's economic empowerment through improved access to labour markets, support for women entrepreneurs, and advocacy for gender equality in economic reforms, particularly in light of the devastating impact of the Russian Federation's invasion.
Job Purpose
The National Programme Specialist, Women's Economic Empowerment (WEE), will lead the planning, implementation, and management of UN Women Ukraine's WEE interventions. This role is crucial for advancing women's economic empowerment in the context of the ongoing war, focusing on increasing income security, decent work, and economic autonomy for women. The specialist will work to promote women's access to male-dominated sectors, support women entrepreneurs, and advocate for gender equality in economic reforms, contributing to Ukraine's EU-related agenda and UN Women's strategic objectives. The position involves close collaboration with government, private sector, civil society, and other UN agencies to ensure successful programme delivery and resource mobilization.
Responsibilities
The National Programme Specialist will be responsible for designing and developing WEE programme strategies, including formulating project proposals and drafting policy documents. They will manage the day-to-day implementation of the WEE programme, including annual workplans, budgets, and partner reporting, ensuring synergies with other teams. The role involves providing technical assistance and capacity development to partners, building relationships with national stakeholders, and identifying capacity-building needs. Monitoring programme implementation and finances, writing reports, and managing people and financial resources are key duties. Additionally, the specialist will develop and implement partnerships and resource mobilization strategies, contribute to inter-agency coordination on WEE, and lead advocacy, knowledge building, and communication efforts. The incumbent will also supervise a team of programme analysts and technical specialists.
Work Experience
A minimum of 5 years of progressively responsible work experience in designing, planning, implementing, monitoring, and evaluating development projects is required. Technical experience in women's economic empowerment is essential. Proficiency in computer and office software packages, including web-based management systems, is necessary. Experience coordinating with government agencies and donors, working within the UN System, and using ERP systems like Oracle Cloud are desirable. Fluency in English and Ukrainian is required.
