Job Purpose
The purpose of this consultancy is to conduct an external final evaluation of the "Igualitarias Transformando Territorios" projects and the UN Women partnership, funded by the French Embassy in Colombia. The evaluation will assess the projects' results, relevance, coherence, effectiveness, efficiency, impact, and sustainability. It aims to identify lessons learned and best practices to inform future interventions in gender equality, women's empowerment, and sustainable development, ensuring alignment with human rights and gender equality principles.
Responsibilities
The consultant will conduct a summative and formative external evaluation of the "Igualitarias Transformando Territorios" projects and the UN Women partnership. This involves assessing relevance, coherence, effectiveness, efficiency, impact, and sustainability based on evidence. The consultant will identify lessons learned and best practices throughout the project implementation and formulate recommendations to enhance future actions. Specific tasks include evaluating the intervention model of the call for proposals and funded projects, assessing the results chain and its relevance, and evaluating the transformation level for participating institutions, women, and organizations. The evaluation will also assess the sustainability of interventions for gender equality and the integration of human rights, differential, and gender equality approaches.
Work Experience
A minimum of 7 years of professional experience in conducting evaluations, particularly for development projects or programs focused on gender equality, women's empowerment, or human rights. Experience working with UN agencies or international organizations is highly desirable. Proven experience in qualitative and quantitative data collection and analysis is essential.
