Organizational Context
UN Women Ukraine supports national and sub-national authorities and civil society in advancing gender equality commitments, particularly in the context of the ongoing invasion. The Dnipro Sub-Office, established in 2023, focuses on eastern Ukraine, working with local authorities and civil society to advance gender equality in conflict-affected and recovery contexts. This role supports strengthening institutional capacities for gender-responsive budgeting at the sub-national level.
Job Purpose
This consultancy aims to provide technical expertise and capacity development support to regional and local stakeholders in Ukraine on Gender-Responsive Budgeting (GRB). The consultant will contribute to strengthening institutional capacities, supporting the application of GRB tools, and facilitating the integration of gender equality considerations into regional planning, budgeting, and recovery processes. The role is crucial for ensuring that public resources are allocated and spent effectively to address the specific needs of women and men, girls and boys, promoting more transparent and inclusive use of public funds in frontline and recovery-affected regions.
Responsibilities
Conduct participatory needs assessments with regional and local authorities to identify GRB integration needs. Map and analyze local public financial management cycles, identify key institutional actors, and assess legal frameworks for citizen participation. Review and analyze selected budget programmes using GRB methodology, preparing analysis reports with practical recommendations. Assess the availability and use of sex-age-disability disaggregated data to inform budget planning. Provide mentoring and on-demand advisory support to authorities on GRB tools and integration into planning and budgeting. Support capacity development trainings and deliver tailored technical assistance to pilot institutions. Facilitate cooperation between UN Women, responsible parties, authorities, and civil society. Document good practices, challenges, and lessons learned for policy dialogue and future programming.
Work Experience
Minimum of 2 years of progressive experience in gender equality and women's empowerment, gender-responsive budgeting, public finance, or related fields. Proven experience in conducting gender analysis of budget programmes and data, and developing GRB recommendations. Experience providing technical advisory support on GRB to government institutions is essential. Experience with regional or local authorities in eastern Ukraine is an asset. Demonstrated experience in multi-stakeholder coordination and knowledge of public financial management systems is required.
