Organizational Context
UN Women in Bosnia and Herzegovina (BiH) works to combat hate speech and divisive narratives that challenge gender equality, democratic participation, and social cohesion. Through the Joint Programme “Partnerships for Equality,” UN Women supports institutional responses, promotes gender-responsible media, and fosters inclusive dialogue to counter hate speech and support peacebuilding. This role provides technical support to these critical interventions.
Job Purpose
This consultancy aims to support the Joint Programme “Partnerships for Equality: No to Hate Speech and Divisive Narratives in Bosnia and Herzegovina.” The expert will contribute to strengthening institutional responses, promoting responsible public discourse, and advancing gender-responsive political party practices. By facilitating dialogue, supporting policy engagement, and enhancing cooperation among institutions, media, and civil society, the role directly addresses the spread of hate speech and divisive narratives, promoting inclusive communication aligned with international human rights standards.
Responsibilities
The expert will develop and monitor implementation plans for governance and dialogue activities, ensuring timely delivery of outputs. This includes coordinating with responsible parties such as CSOs, media, and research partners, and integrating governance activities with other programme components. The role involves organizing and facilitating multi-stakeholder dialogues, policy consultations, and thematic roundtables. Technical support will be provided for preparing analytical inputs, background papers, and policy briefs to inform evidence-based policymaking. The expert will also contribute to documenting programme learning, good practices, and support the development of knowledge products and dissemination of results.
Work Experience
A minimum of 5 years of progressive experience is required in coordinating or implementing governance, human rights, peacebuilding, media development, or policy dialogue initiatives. Additionally, 5 years of experience working with government institutions, civil society organizations, or media actors in Bosnia and Herzegovina on governance, public discourse, or democratic participation is necessary. Proven experience in designing or facilitating policy dialogues, consultations, or workshops is also essential.
