UN Women is dedicated to gender equality and the empowerment of women. This role supports the EU-funded programme "Support to Women’s Employment in the Middle East and North Africa (MENA) Region through Gender-Responsive Private Sector Development," a key part of the Surging Women’s Employment Flagship Initiative (SWEI). The position is based in the Regional Office for Arab States (ROAS).
Job Purpose
This role provides technical leadership and programme management for the UN Women-EU Programme focused on women's employment in the MENA region. It aims to increase women's employment through gender-responsive private sector development in the Green, STEM, and Care Economies. The Specialist will lead the development of strategies, conduct labour market analysis, oversee regional implementation, manage partnerships, and drive knowledge management and advocacy efforts to achieve SWEI's goals and contribute to global evidence on women's employment.
Responsibilities
Provide technical and operational leadership for the EU-funded programme, ensuring alignment with SWEI goals and managing day-to-day implementation, including partnerships. Lead change management processes and develop integrated programme management plans. Offer technical guidance on strategies, work plans, and knowledge products, ensuring activities are evidence-based and gender-responsive. Serve as the primary technical focal point for the EU delegation and other partners, building collaboration with country offices, governments, and civil society. Lead the development and implementation of a robust Monitoring, Evaluation, and Learning (MEL) system, ensuring timely reporting and effective resource utilization. Conceptualize and lead the production of high-quality knowledge products and facilitate learning initiatives, advocating for gender-responsive private sector development.
Work Experience
Requires at least 7 years of progressive experience in programme management, including design, coordination, M&E, donor reporting, and capacity building. Experience managing EU projects and developing/implementing employment generation activities is essential. Experience in setting priorities, budgets, work plans, and programme writing is also required. Experience in sectors like the green economy and trade, computer proficiency, and handling web-based systems is necessary. Experience in the Arab States region and with Oracle Cloud is desirable.
