Job Purpose
This role serves to conduct a Country Portfolio Evaluation (CPE) of UN Women's contributions to gender equality and women's empowerment in Moldova. The evaluation will assess the effectiveness and quality of gender-transformative results achieved through UN Women's normative, operational, and coordination mandates, as outlined in the Moldova Country Office Strategic Note (2023-2027). The findings will inform strategic learning and decision-making for future programming cycles, ensuring UN Women's work effectively addresses structural barriers and socio-cultural norms impeding women's rights and contributes to achieving Sustainable Development Goals.
Responsibilities
Lead and manage the Country Portfolio Evaluation (CPE) process in accordance with UNEG Norms and Standards and UN Women's Evaluation Policy. Design the evaluation methodology, applying gender-responsive and human rights-based approaches to analyze UN Women's contributions to gender equality and women's empowerment in Moldova. Conduct comprehensive data collection and analysis, utilizing qualitative and quantitative methods to assess the effectiveness, efficiency, relevance, and sustainability of UN Women's normative, coordination, and operational work. Identify key achievements, challenges, and lessons learned from the implementation of the Moldova Country Office Strategic Note (2023-2027). Prepare and present a draft evaluation report to UN Women for feedback, and finalize the report incorporating stakeholder input. Ensure the evaluation findings and recommendations are actionable and contribute to strategic learning and future programming.
Work Experience
A minimum of 7 years of practical experience in conducting gender-responsive evaluations of development strategies, policies, and programs is essential. Extensive experience in applying both qualitative and quantitative evaluation methods, as well as designing and leading evaluations, is required. Experience with UN Women's programming, coordination, and normative roles, particularly in the ECA region or Moldova, is considered an asset.
